You know a long time ago he actually told hotwheels, the original creator of 8ch, that if a lolcow wasn't producing any milk he would let them go so to speak. Meaning at the time he lied, and gave the impression that if you didn't react he'd just lock the thread or even delete it. He doesn't do this.
He also told Turkey and Destiny that if someone clearly made a thread that's just a personal army, implying as well if a thread was seemingly is too personal, he'd delete the threads. He doesn't do this. (Side note: This is the video where he also says: "YEAH I ALLOW PEOPLE TO POST PEOPLE'S SSN IF THEY WANT.")
