Her interest in the Council of Evil is purely trying to find someone willing to be her attack dog. She has simps that worship the ground she walks upon but none of them stupid enough to go terrorize her enemies for her.
She wants someone else to do her dirty work and she's fielding applicants by seeing who takes the bait.

That's what a lot of this has been, and I think that's also a reason why she's so back and forth with Blaine, because he's just the right amount of crazy to make an attack dog out of but seems to be smart enough to not trust her when she switches things up and plays nice.
