In order for a cease and desist letter to be valid Ashley needs an attorney who is licensed to practice in Rhode Island. I don't know how many local attorneys in Chattanooga would also be able to practice in a Rhode Islsnd court. This attorney has to be familiar with Rhode Island law in regards to stalking offenses.
