Modem speeds weren't given in baud because at the application layer, where most users would see it, baud and bit rate are almost completely independent. In fact the baud rate would change several times over the life of a transport stream.

Also the analogue audio was digitised when it went into the T1/E1 pipeline but the actual data wasn't, it was just the digitised audio timesliced and multiplexed with all the other analogue phone calls, so it was analogue from you to your ISP. From the ISP onwards, who knows how it travelled, it could have been one or more timeslots on a T1 style line, it could have been frequency multiplexed on coax, it wouldn't matter.

If you don't know really really basic things about the phone network, please don't paste a wikipedia summary of modem specs and think it means anything.

Also not really sure why this weird need to pretend that something which happened a lot wasn't happening? It doesn't really have any bearing on the current state of the internet and what we could do to improve it. Nobody is going to build analogue phone lines to replicate 1990s internet.

Modem speeds weren't given in baud because at the application layer, where most users would see it, baud and bit rate are almost completely independent. In fact the baud rate would change several times over the life of a transport stream.
The application gave transfer speed in bits (normally expressed as 8 bit bytes) per second because that's what it's dealing in. Applications have absolutely no knowledge of baud rate because that is the domain of the modem. All the application knows, at best, is that bits are coming in through the serial port, and that it can send bits back out through the serial port. Once a connection is established, the modem literally takes care of the rest.
