I'm not really a fan of having stickers that only the staff can hand out, or of gating off certain stickers in general. The only exception would be something like "if user has not posted in the bear computer thread, they cannot react with
." But if it's something that people want, then @cjöcker would need to write an add-on for setting permissions on individual stickers, since that isn't something you can do in "stock" XenForo and I don't PHP or anything about making XenForo add-ons.
