Possession is not illegal and even distribution in at least one of them is not criminalized. No data on fictional but the law in at least one is loosely defined as under developed. So they could argue underage girls who develop faster don't count since they never specified age.

With numerous open borders, small countries, and economically distressed regions, it's challenging to combat child trafficking, which can be like finding a needle in a haystack. Africa and its individual nations face a considerable challenge in addressing this issue.
