Josh really has a thing for disabled and retarded kids, doesn't he? Lizzy Rascal was literally in a wheelchair with a medical condition. This girl has Down's syndrome.

As Josh states here, his ideal girlfriend is one that has been abused/mentally ill so Josh has a chance at controlling her. Presumably, this means people that are low IQ or have impaired mental functioning too, like someone with Down's. I mean, all these people are kids to start with. So Josh is going after them because they have lower cognitive abilities as kids. He is a predator after all.
