Because purchasing a house would do just that (put his name on the public tax rolls) and he is used to living in Florida.

Looking at the envelope, here's a comparison of the possible addresses that match the length of the second blurred line.

The only game in town for mailbox services seems to be 411 Walnut Street. (sbimailservice.com). The length of a PMB out of there would possibly match the envelope.

(You already know Josh isn't going to use his real physical address for correspondence. you also know he. probably wont travel more than 2-3 minutes to go check his box.) my best guess is that his mailing address is 411 Walnut St PMB XXXXX

And that he's at 1149 Idlewild or 1614 Julia St (this one was @Onion Null 's guess) due to their proximity to 411 Walnut St.

Both of THOSE addresses are within a cunt hair of each other, the difference is insignificant for "phone booking" purposes.

Ruling out Clay Fair RV park (address length is a closer match) because they have a maximum stay of 30 days.

Ruling out Amity Anchorage: they're 12 miles away and in Switzerland, FL.

Either of the other two addresses are close to this mailing service on Walnut Street:

There are other mailing services in the area but none have a Green Cove Springs address. They are all 20+ minutes away from Green Cove Springs if he is using a real address (doubt).

So we both came up with 411 walnut street and got him down to either Julia St (your guess) or Idlewild (my guess just because it also is closer to the character length. 50/50 its Idlewild Ave or Walnut street, "Julia St" doesn't fit the length of the field.) they're within a couple blocks of each other, and both close to 411 Walnut Street.

And you confirmed my best guess at address character length with the USPS instructions. it IS PMB XXXXX.

Here's the loophole: This is his regular "street address". It's not a PO Box at a post office. Private mailing services like the one Josh uses set up shop with help from an attorney to navigate stuff like this.
My understanding of the purpose of form 1583 is that a commercial remailer cannot be an anonymous shield for criminal activity or civil liability.

I can't have cocaine mailed to me at the UPS store with no consequences. LEO and subpoenas can get the 1583 has the same documentation requirements as a real ID. Government ID, a utility bill or vehicle registration and such.

That in turn has to be notarized by someone who would lose their license for falsifying their certification.

The 1583 may reveal the city and state of the notary he used even if he used phony or outdated docs, or isn't local.

It would have to be someone with standing to file that in good faith (someone whose IP rights Josh has allegedly violated) .. like that poor unfortunate soul, Mrs Fong-Jones (may peace be upon her) maybe has the motivation means and money to go for it. I can't just up and do it without consequences.
