NEW: Georgia lawmakers are set to convene today to consider redrawing the state's congressional map to favor Republicans during the 2028 elections.

But with reluctance from some Republicans, outrage from Democrats and a GOP upset in the state primaries, the plan may not go as smoothly as expected.
