I just want to say that the original premise of this thread doesn't make any sense, because a toilet works by the siphon principal so as soon as the water level in the bowl rose above the top of the siphon in the pipe it would drain the entire contents of the bowl out, there's no way for the toilet to fill to the brim with urine unless the outflow pipe is blocked.
