Can't do that in the United States. Free Speech does not have an exception for "indecently loud". What he was doing was a long established constitutionally (absolute) protected activity with further constitutionally protected speech. You can not fine, censor, bar, or otherwise impede constitutionally protected activity as an actor of the state. Period.
