Most people have seen those images of children throwing money to strippers that the right passes around for rage bait engagement so it happens. And it's bad when it does happen so pretending that it doesn't won't make the problem go away.
the ice facility is about 100 miles away from any school, its not like they were doing it in front of a kids assembly either, most of it seems to be pretty isolated, the same route every year for about a century. more strip clubs on the path than anything resembling a place a rational person would assume kids are.
That isn't the issue. Not to mention ice has a bunch of children locked in cages separated from their parents. What hat about the ones they're bringing in to deport? This should not be a controversial take that you shouldn't be walking around naked in public regardless of whether there might be children or not because it's still indecent exposure and if you're unlucky enough for there to happen to see a child that is now exposing yourself to a minor. You don't even have to be a "think of the children" type to understand why it's a bad idea.

Changing areas are not public and I challenge you to walk in on someone changing and explain that to the police when they arrive to arrest you. Those are made to be private in a public area that is why public bathroom stalls are illegal to kick down to record them taking shits. How many people have gotten arrested for illegally filming people on the toilet or in changing rooms? Why would it be illegal to film if it's supposedly public?
